The banks dont have to ask for the money, if they dont want the cap then they dont need to ask for the money. You want to get the money, play by the rules set by the person lending it to you. No one is controlling the pay of anyone, they are just saying hey you want $30b, well u can have it but you cant make more then $500k if you cant live with that then dont ask us.
