The standard spacer is indeed 100% atmospheric. Only the adjustable version can be switched to a lower percentage of venting function. (100%, 50%, or 0%) The purpose of the full replacement DV is to be a more durable and more reliable option over the original diaphragm valves, keeping in mind that our replacement valve was designed and offered before VW began using the new piston type "D" valves.
